The con-ference will feature keynote speakers, a panel discussion, and paper presentations.The objective of IMS 2012 is to facilitate an exchange of information on bestpractices for the latest research advances in the area of Informatics andManagement Science. IMS 2012 will provide a forum for engineers and scientistsin academia, industry, and government to address the most innovative research anddevelopment including technical challenges, social and economic issues, and topresent and discuss their ideas, results, work in progress and experience on allaspects of Informatics and Management Science.There was a very large number of paper submissions (2351). All submissionswere reviewed by at least three Program or Technical Committee members orexternal reviewers. It was extremely difficult to select the presentations for theconference because there were so many excellent and interesting submissions.In order to allocate as many papers as possible and keep the high quality of theconference, we finally decided to accept 614 papers for presentations, reflecting a26.1 % acceptance rate. We believe that all of these papers and topics not onlyprovided novel ideas, new results, work in progress, and state-of-the-art techniquesin this field, but also stimulated the future research activities in the area ofInformatics and Management Science.The exciting program for this conference was the result of the hard andexcellent work of many others, such as Program and Technical Committeemembers, external reviewers, and Publication Chairs under a very tight schedule.We are also grateful to the members of the Local Organizing Committee forsupporting us in handling so many organizational tasks, and to the keynotev speakers for accepting to come to the conference with enthusiasm. Users can log on the system viapublic portal.1.3.1 Basic Information Management1.3.1.1 Management of Name of Measuring InstrumentsBased on ‘‘Norm of Designation for Working Measuring Instrument and its Clas-sification Cades’’ (JJF1051-1996), and ‘‘Classification of Laboratory AccreditationField’’ (CNAS-IL06), the author establishes the classified information base of nameof measuring instruments by layers.1.3.1.2 Verification Regulation or Technical Specification ManagementPreset information such as the implementation time, revocatory date, substitutionalrelation and receiving records of verification regulation or calibration specifica-tion, collect and organize the currently valid version of verification regulation or4M. Sui calibration specification (Word or PDF format), fetch and add the followinginformation:• Name of instruments and limitation in application scope.• Measuring unit.• Ambient condition.• Verification or calibration items (excluding observation item, items that areunnecessary to be verified in using and do not affect the results of verification orcalibration), clause number of corresponding method and maximum permissibleerrors in ‘‘list of verification or calibration items’’.• Measuring range and technical requirements of equipments for verification orcalibration.• Verification result of measuring instruments.• Uncertainty of result of a measurement.1.3.1.3 Management System of Measuring UnitAccording to the ‘‘Legal Units of Measurement of the Peoples Republic of China’’and other relevant documents, the system establishes units of measurement librarybased on classification of measurement by layers, and through the presuppositionof modules in system, the system automatically generates units of measurementand mapping of their corresponding name of measuring instruments, verificationregulation or technical specification, and the personnel in charge of measurementexamination and determination.
